We Wrote the Book on New York City Rent Regulation

In fact, R&E’s reputation was made handling rent regulation issues for landlords in the outer boroughs of New York City.

Leaders in the Field of New York Rent Regulation

Founding member Warren Estis literally wrote the book on rent regulation in New York. He is the co-author, with member Jeffrey Turkel, of the New York Rent Regulation Reform Act of 1997 and co-authored the landlord-tenant chapter in West Publishing’s General Practice in New York (1998).

Member Blaine Z. Schwadel is a frequent speaker and lecturer, teaching judges and other lawyers about the interpretation and application of New York rent regulation laws at continuing legal education programs for various Bar and landlord trade groups.

Protecting the Rights of Clients in Numerous Forums

Our attorneys appear before all New York agencies governing rental properties and rent regulation, including the New York State Division of Housing and Community Renewal, the New York State Division of Human Rights, the New York City Human Rights Commission and the New York City Department of Housing Preservation and Development.

Wherever we appear, our goal is to protect the rights of our clients, property owners, purchasers and sellers of New York rental property in matters such as:

  • Legal rents
  • Rent increases
  • Regulatory coverage
  • Hotel stabilization
  • Property assemblage and demolition projects
  • Luxury deregulation
  • Harassment proceedings
  • Hardship applications
  • Redeveloping rent-controlled or stabilized property for profit

We also counsel clients about tax benefit opportunities and defend owners against tenant claims arising from the myriad regulatory laws.
