On January 25, 2023, the White House released a “Blueprint for a Renters Bill of Rights” and a statement titled “New Actions to Protect Renters and Promote Rental Affordability.” The guidance lays out the Biden Administration’s plan for sweeping tenant protections including in the areas of “affordable housing,” “eviction prevention” and “clear and fair leases.”
The Administration proposes in the “Eviction Prevention” section of the guidance, among other things, that “renters should have access to just- or good-cause eviction protections” and, further, that “[r]enters . . . be able to avoid an eviction filing through alternatives to the eviction system, such as eviction diversion and grievance procedures that prevent formal legal proceedings through negotiation, mediation, or arbitration.”
