NYC Mayor Adams Vetoes Community Opportunity to Purchase Act (Intro 902B aka “COPA”)

Next Steps Depend on Whether NYC Council Takes Up COPA Again!
On December 31, 2025, outgoing Mayor Eric Adams vetoed COPA. A total of 34 votes are needed for the NYC Council to override the Adams veto, and the bill passed the Council with only 31 votes. That, combined with the change in City Council Speaker and the turnover of several City Council seats, makes an override uncertain. It is also possible that a different version of COPA will be introduced and passed by the City Council with the potential support of Mayor Zohran Mamdani.
