Property Owners Given More Time to Resolve Outstanding Debts

On May 15, 2025, the New York City Department of Finance (DOF) announced a two-week extension for the 2025 tax lien sale. Originally set for May 20, the lien sale will now occur on June 3, 2025. This extension grants property owners additional time to address outstanding debts and remove their properties from the lien sale list, with a new deadline of June 2, 2025.

Support and Outreach Efforts

DOF Commissioner Preston Niblack highlighted the city’s ongoing commitment to assisting homeowners through robust outreach and support programs. In collaboration with other city agencies and nonprofit organizations, DOF is actively hosting public events, conducting door-to-door canvassing, and communicating directly with at-risk homeowners.

We are currently assisting several property owners with entering payment plans. These owners have already submitted their applications and are awaiting approval. The extension provides DOF additional time to thoroughly review and approve these pending payment plan applications.

How to Avoid Inclusion in the Lien Sale

Property owners who risk being included in the lien sale can take one of the following actions:

  • Pay outstanding balances immediately – the “Qualifying Charges.”
  • Enter into a payment plan, including specialized programs such as the Property Tax and Interest Deferral (PT AID) and Circuit Breaker programs.
  • Apply for property tax exemptions if eligible.
  • Utilize the Easy Exit Program to secure additional time.
  • Submit probate or emergency repair certifications if applicable.

Understanding the Lien Sale

The lien sale process involves the city selling delinquent property tax, water, sewer, and other property-related charges to authorized buyers. Although the sale does not immediately transfer ownership of the property, unresolved debts may eventually lead to foreclosure initiated by the lienholder.

Ongoing Property Tax Reform

This deadline extension and increased outreach efforts are part of the city’s broader initiative to modernize and reform its property tax enforcement practices, especially following the enactment of the Home Preservation and Debt Resolution Reform Act in 2024.
