Under Local Law 97 (“LL97”) most owners of buildings over 25,000 square feet including condominiums and cooperatives are required to limit carbon emissions and self-report on such emissions or face significant penalties.

As we previously reported, for the 2025 reporting year, building owners must submit these reports to the Department of Buildings (“DOB”) by June 30, 2025. All reports filed after June 30, 2025, must apply for an extension and building owners have until August 29, 2025, to do so.

The DOB has announced that building owners who apply for an extension by August 29, 2025, will see the new reporting deadline extended to December 31, 2025.

  • Any LL97 extension request already submitted will be effective until December 31, 2025, and a professional attestation is not required to apply for an extension.
  • Likewise, if an owner timely applies for the December 31st extension, that same deadline applies to the submission of compliance tickets as well as penalty mitigation tickets where applicable.

For buildings required to submit both LL97 and Local Law 88 reports (or “LL88,” which are reports related to lighting upgrades and submetering) the deadline to submit both reports is June 30, 2025, unless the building owner requests an extension for the LL97 report. If an extension for the LL97 report is timely submitted, the deadline to submit both reports will be extended to December 31, 2025.

PLEASE NOTE: LL84 deadlines remain unchanged that filing deadline is still August 29, 2025.
