Zachary J. Rothken, Head of R&E’s Administrative Department, was invited as an expert speaker to RSA’s roundtable webinar addressing the recent HCR Amendments. The discussion focused on the major changes to the Rent Stabilization Code found in the proposed HCR amendments, covering topics like combining apartments/creation of new units, substantial rehabilitation and demolition, base date rent, application of default formula, rent overcharges and succession.
