Sarah Fiona Phillips joined Rosenberg & Estis, P.C. in 2015 as an Associate with its Administrative Law department.

Prior to joining Rosenberg & Estis, Ms. Phillips served as Senior Attorney for the New York City Department of Buildings, prosecuting Building Code and Zoning Resolution violations at the Environmental Control Board. She won many ECB Appeals Board decisions that changed the interpretation of the Code.

Ms. Phillips served as the 2nd Vice President of the 800-plus member Civil Service Bar Association, the union representing City Agency attorneys from 2011-2015.

Previously, Ms. Phillips was an Agency Attorney for the New York City Police Department, the New York City Department of Transportation, and the New York City Department of Homeless Services.

Earlier, Ms. Phillips worked as an independent contract attorney in the San Francisco Bay, Calif., area, representing contractors in complex construction defect defense cases. She has also served as Assistant Budget Analyst for the New York City Office of Management and Budget, and as an Aide for New York City Council Member Carol Greitzer.

Ms. Phillips earned her juris doctorate from SUNY Buffalo Law School and received a bachelor’s degree, cum laude, from the Barnard College of Columbia University. Prior to that she attended Groton School.

Ms. Phillips is a member of the New York State Bar Association, the State Bar of California, the New York City Bar Association and the New York County Lawyer’s Association. She serves as a member of committees on Construction Law and Land Use Planning & Zoning for the New York City Bar, and as a member of the committees on Construction Law and Municipal Affairs for the New York County Lawyer’s Association.
